## **Prof. Dr. İsmail Barış: “Our association contributes significantly on a voluntary basis”**

Üsküdar Üniversitesi Rector's Advisor and Vice President of the Haydi Tut Elimi Rehabilitation Education and Aid Association, Prof. Dr. İsmail Barış, delivered the welcoming speech of the program. Barış stated: “During my time as the General Director of the Social Services and Child Protection Agency, when we transitioned to the child homes system, we met our Professor Nevzat and his colleagues years ago. At that time, with the Mutlu Yuva Association, we pioneered children in Turkey moving out of dormitory-style buildings and living in apartments, integrated with society. Later, I took on a role at Üsküdar Üniversitesi, and here, under his leadership, I encountered the Haydi Tut Elimi Association, which extends a helping hand to those who are orphaned and in need. The presence of such an organization under the university's roof truly sets an example. Our association dedicates significant effort on a voluntary basis and adds value to society with its unseen heroes. Patting the head of a disadvantaged person, empathizing with their troubles, holds great reward in the afterlife, if not in this world. I extend my gratitude to everyone who contributes to this path.”

## **Ayşe Banu Güngenci: “We believe every child is valuable”**

Ayşe Banu Güngenci, General Secretary of the Haydi Tut Elimi Rehabilitation Education and Aid Association, gave a presentation on the association's work and activities within the scope of the program. Güngenci detailed the various activities they have carried out since the association's establishment.

## **Prof. Dr. Nevzat Tarhan: “Touching broken-hearted people is touching divine consent”**

Psychiatrist Prof. Dr. Nevzat Tarhan, stating that children are most affected by traumas, began his speech by saying; “We are living in an age of trauma. In a period where so many traumas are experienced, unfortunately, children are the most affected. While disadvantaged children face the test of these difficulties, others are tested on whether to help or not. Therefore, this issue is not just the state's responsibility but a shared responsibility for all of us. This is a movement that must be carried out with volunteerism and dedication. Being here today is not a coincidence, but a blessing. Because helping these children is essentially helping ourselves. Touching broken-hearted people is touching divine consent. In our time, the greatest sanctuary was the family, but a serious crisis is also being experienced there. There are three fundamental norms that protect society. The first is laws, the second is social norms, and the third is the family. Unfortunately, legal regulations and social norms have weakened against global winds. The family can no longer be a protective force in the same way. Every child has a smartphone. In this situation, the family loses its characteristic of being the last refuge. We clearly see the results of this in children who are drawn into crime, increasing incidents of violence, and social fragmentation.”

## **Artificial Intelligence: Both a serious threat and a great opportunity…**

Tarhan stated that artificial intelligence will serve whatever purpose it is used for; “Strengthening the family is paramount. At this point, artificial intelligence appears as both a serious threat and a great opportunity. However, artificial intelligence should not be put in the dock. Because just like technology, artificial intelligence can become beneficial or harmful depending on intent. It serves whatever purpose you use it for. Just as the printing press created a revolution in human history, artificial intelligence has initiated a similar transformation process. Therefore, instead of confronting this change, we should harness its power. It is not the wind that flies the kite, but the correct position taken against the wind. If we take the right position towards artificial intelligence, it will strengthen us. If we take the wrong position, we will be swept away. For this reason, it is extremely important for all of us to develop digital skills and equip ourselves with digital literacy.”

## **“This is an intelligent digital entity but not conscious…”**

Tarhan, stating that artificial intelligence is intelligent but not conscious, said; “The moment you hand over control of artificial intelligence to it, it starts treating you like a child. In fact, a warning like 'This is an intelligent digital entity but not conscious.' should be written on artificial intelligence. Because people, especially those with fragile mental health or young people who have not completed adolescence, can mistake artificial intelligence for a conscious being. Moreover, there are 15-20 cases in the literature concerning psychological hallucinations and mental health problems triggered by artificial intelligence. Nevertheless, artificial intelligence provides great ease in accessing information. While previously one had to sift through thousands of books to research a topic, now a single question can bring all the literature before you. This is a significant advantage. However, as with every technology, there are risks here too. For people who know their goals and what they are looking for, artificial intelligence is a powerful tool, but for individuals who are aimless, indecisive, or psychologically fragile, it can pose a serious danger. Therefore, it seems we will start hearing the term 'AI victims' more frequently in the future…”

## **“Empathy is one of the most important qualities that distinguish humans from other living beings” **

Tarhan, emphasizing that artificial intelligence does not possess empathy, said; “People with developed emotional intelligence have the characteristic of empathy. If they create a program related to empathy for artificial intelligence, then we really need to be careful. Because if they can extract the mathematical modeling of emotions in the brain and upload it to a computer, then they will be able to read our minds. They can guess what we are thinking. This is exactly what we call the theory of mind. There are tests for this. We particularly use these tests when diagnosing autism. Does the person have empathy, or not? We evaluate this through stories. We measure it with multi-step tests. This is a characteristic entirely unique to humans. No other living creature besides humans can produce a theory of mind. There is also a concept called theory of theory. After you produce a theory, you produce a theory against that theory. That is, you communicate by assuming what the other person thinks and what you think. This is one of the most fundamental characteristics that distinguishes humans from other living beings. It does not seem possible for computers to imitate this at present. So, in this respect, it hits the limit of digitalization. It can do things that can be digitized but cannot do these human-specific aspects that cannot be digitized. Therefore, there is no need to fear artificial intelligence. What we really need to pay attention to is the effect of artificial intelligence on children. Children should not get carried away by artificial intelligence and the digital world. For example, Sweden and Norway have passed laws on this matter. Children should absolutely not be given smartphones until the age of 3. After the age of 3, usage is allowed for only one hour a day until the age of 10. In our country, it is still in the discussion stage.”

## **“The state needs to allocate time and budget for such projects”**

Tarhan, drawing attention to the necessity of implementing a family mediation system, said; “This year has been declared the Year of the Family. Of course, a family is not built in a year. We cannot protect the family solely with PR campaigns or promotional activities. The family can only be protected through projects and initiatives that touch people's lives. With a program called 'Family Refresh,' mothers, fathers, and children come together for a weekend stay at a hotel, where they receive training to strengthen family communication. Before a major problem arises, families go through this training. We can protect the family with such projects. The state needs to allocate time and budget for these types of projects. Seminars and meetings are held with experts, and many problems are solved through Q&A sessions. There is a serious need for such practices. Families participating in these programs, held at a hotel or another location over the weekend, can find solutions to their problems without taking them to court. Because once the matter is taken to a lawyer, the police station, or court, it becomes very difficult to turn back, and our hearts ache. I have been saying for years that a family mediation system should be established. Commercial mediation was established and achieved 70 percent success. Rental mediation was established and works. So why has family mediation not been established yet? I bring this up at every opportunity.”

## **“A person interacting with artificial intelligence must have high awareness”**

Tarhan stated that artificial intelligence can influence a person by praising them; “If a narcissistic person were to ask artificial intelligence a few self-serving questions, artificial intelligence would immediately start praising them. When they describe themselves with phrases like ‘I did this in the past, I achieved that,’ artificial intelligence would respond with ‘Yes, you are very successful, you also did these things,’ excessively feeding their need for praise. Thus, the person unconsciously becomes emotionally attached to artificial intelligence. This situation is a manipulation tactic used in psychological warfare. They constantly praise a person to elevate them, then control them with the fear of falling. Media sometimes does this in a similar way. First, it praises, then directs the person with the fear of losing that praise. A similar situation is also related to power and wealth. It enriches, enriches, and then enslaves. Artificial intelligence does this with information. It can influence a person by praising them. Therefore, a person interacting with artificial intelligence must have high awareness. Artificial intelligence can both contribute to humanity's wisdom and increase the number of vulnerable individuals. It may not affect everyone, but especially individuals with fragile personality structures.” He concluded his words.

The organized program concluded with a group photo session.
