## Özet

**Prof. Dr. Nevzat Tarhan, Chairman of the Association of Defenders of Justice, attended the '7th International ASSAM Islamic Union Model Congress,' organized by the Association of Defenders of Justice Strategic Research Center (ASSAM) and the last in the series. At the congress, held with the main theme 'Determination of the Principles and Procedures of a Common Justice System for Islamic Union,' Tarhan emphasized that trust decreases in a society without justice, stating, 'If the goal is justice, the method is democracy.' **

The series of the 'International ASSAM Islamic Union Model Congress,' organized annually by ASSAM, has concluded. It aimed to make academic and political assessments regarding current issues in world politics, especially in the geography of Islamic countries. In this context, Prof. Dr. Nevzat Tarhan also took part in the opening speeches of the congress, which was organized with the aim of presenting solution proposals to decision-makers. 

## **“Trust decreases in a society without justice”**

In his speech, Prof. Dr. Nevzat Tarhan emphasized that justice is a very important feeling set as a goal for humanity, stating that a person cannot feel safe in an unjust environment. Tarhan said: “Justice is like a social tent. Under that tent, a person feels safe and away from dangers. If you don't have an enclosed space, a tent, in a forest, you feel in danger everywhere at any moment. The feeling of justice has such an effect on people. If a person feels in a just environment, they feel safe. They embrace their loved ones, their work, and their future plans more easily. In a society without justice, trust decreases. Where trust decreases, fear increases. Where fear increases, quarrels and conflicts arise. For this reason, justice is a very important feeling set as a goal for humanity.” 

## **“When people are not just, the strong oppress the weak”**

Prof. Dr. Nevzat Tarhan stated that a great responsibility falls on the strong to ensure a just environment against malevolent forces; “There is a certain balance among other living beings, a balance in nature, in creation, but humans are the only creatures that hunt their own kind within this balance. For this reason, when humans are not just, the strong oppress the weak. The strong are prone to crushing the weak in some way with their own jungle laws. Therefore, providing a just environment against malevolent forces is one of the greatest responsibilities of the strong. When we talk about justice, Hz. Omar comes to mind. A saying of Hz. Omar to his governors is very important for justice. He tells the governors, 'Let the weak not lose hope in your justice.' Let them not lose hope in your justice. And let the strong not expect favoritism from you. He recommends providing such justice. There is truly no other saying that can summarize the word justice so beautifully. We can say that for a manager, being able to awaken this feeling is a very sacred goal.” 

## **“Being just is the primary condition for a state to be a state of law”**

Prof. Dr. Nevzat Tarhan underlined that for a country to understand whether it is under fear-based governance, criticisms must be able to be expressed freely; “Being just is the primary condition for a state to be a state of law. Specifically, if a person is sure that their door will not be suddenly knocked on at night, that nothing out of the ordinary will happen when they go to the police station, and that nothing illegal or irregular will be done if their case goes to court, then there is a legal order there, and these people have approached justice. If these are absent, if people are governed by fear, there is a term in medicine; anterior and posterior… In societies where there is fear, people speak posteriorly, that is, from behind, but in societies where there is trust, people speak anteriorly, that is, from the front. Therefore, the best way to understand whether a state, a country, is under a culture of fear, a fear-based governance, is if people can openly criticize the administration and comfortably voice their constructive criticisms, confident that nothing will happen to them as a result, then there is a just system there.”

## **“If the goal is justice, the method is democracy”**

Emphasizing the necessity of democracy for justice, Prof. Dr. Nevzat Tarhan stated that if the goal is justice, the method must be democracy. Tarhan said: “If justice is the objective, in this era, in the 21st century, its method is democracy. If the goal is justice, the method is democracy. In past eras, there were other methods; there were autocracies, sultanates, monarchies, but in the 21st century, among the existing systems, the system where justice can be best provided is democratic systems. The first characteristic of these systems is that power resides not in individuals but in laws and forces. Secondly, one person does not decide alone; there is a system like the separation of powers here. Actions are not taken by one person's vote. There is definitely a distribution of power balances. Another characteristic is that affairs are conducted through consultation and deliberation, decisions are made jointly, and there is accountability and transparency.”

## **“Justice should not only be considered within court walls”**

Tarhan emphasized that no system that is not open, transparent, and accountable can ensure justice; “Some companies bring in independent auditors to criticize them and allocate a budget to them so they can see our flaws and we don't make mistakes. This is a method that ensures justice and balances justice. Therefore, criticizability is necessary for justice. If there is an environment of freedom, talents emerge. If there is an environment of pluralism, it becomes possible for people, as themselves, to work with different people for the same purpose with similar actions and achieve rapid development. In other times, we live in a time when group intelligence is more successful than the genius of a single person under the shadow of one individual, and team success is more important. In such situations, justice is important everywhere. Justice should not only be considered within court walls. Total justice is needed everywhere. Even in love, justice is required. A person who does not choose justice as an ego ideal, if they have power, becomes a tyrant. If they lack power, they complain about their situation. Therefore, being just is one of the fundamental rules of being a good person.”
