Tarhan said, “Every segment of society should be able to say, ‘This constitution is my constitution.’”** **Tarhan stated that they compiled the stories of February 28 victims in a documentary-like, evidence-based manner with their documents in a book titled ‘I Am Not Undisciplined’ in 2004, and that publishing houses were unable to print the work due to fear in those years, and that ASDER mediated in overcoming these and similar fears regarding military tutelage. In this context, Tarhan underscored that ASDER took the first step in overcoming fear, adding that a collective consciousness also formed with the defeat of fear. ** ## İçerik ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184029-260925064045.png) The opening and conference program of the “Turkey's Century: Turkey Without Coups, New Civil and National Constitution Building Project,” carried out by Üsküdar University and the Association of Defenders of Justice (ASDER), took place in Üsküdar University's Fuat Sezgin Conference Hall. The Üsküdar University Postcolonial Studies Application and Research Center (PAMER), the February 28 Student Association, and the Human and Quality Association contributed to the project, supported by the General Directorate of Civil Society Relations of the Ministry of Interior. ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184119-260925064126.png) ## **Prof. Nevzat Tarhan: “We said we could not remain silent about this injustice”** President of Üsküdar University, Chairman of the Executive Board, and Project Academic Advisor Prof. Nevzat Tarhan, in his opening speech, discussed ASDER's civil society efforts against coups and his personal experiences. Prof. Tarhan stated that he was assigned to Çorlu during his time at GATA, and after returning to his duty by appealing through the courts, he was reassigned to the same place. He noted that his lifestyle was cited as a reason during this process. Stating that he was forced to leave of his own accord after what he experienced, Prof. Tarhan explained his turning towards civil society work with the words, “We said we could not remain silent about this injustice.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184218-260925064238.png) ## **Testimonies of coup victims compiled into a book** Prof. Tarhan stated that one of their first works within ASDER was to record the experiences of individuals forced to leave the Armed Forces, saying, “We published the stories of 21 officers and non-commissioned officers, victims of February 28, in an evidence-based and documentary-like manner. It was published in a book titled ‘I Am Not Undisciplined’. In 2004, we could not find a publishing house to print this work because they were afraid. As ASDER, we mediated in overcoming these and similar fears regarding military tutelage. As ASDER, we took the first step in overcoming fear. Thus, with the defeat of fear, a collective consciousness also formed.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184305-260925064315.png) ## **“Maintaining collective consciousness and its transformation into constitutional grounds”** Prof. Tarhan explained that during the July 15 coup attempt, ASDER members spontaneously took to the streets to protest against the coup, stating that the traces left by past coups in society formed a common resistance. Highlighting the impact of coup-induced traumas on social memory, Prof. Tarhan said, “Currently, one of our goals in this program is to maintain this collective consciousness and transform it into constitutional grounds.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184151-260925064200.png) ## **Every segment of society should be able to say, “This constitution is my constitution”…** Prof. Tarhan argued that regulations that could pave the way for coup attempts should be reviewed, emphasizing that the constitution should foster a sense of belonging in all segments of society. Prof. Tarhan said, “All this shows that anti-coup collective consciousness and civil resistance must be kept alive like the tension of a spring. For this, during the constitutional amendment process, risky articles that could create grounds for a coup need to be reviewed. The new constitution should also be like the constitutions in developed countries. A constitution is a social contract that does not impose any ideology, does not carry an authoritarian understanding, and makes people feel they belong. Every segment of society should be able to say, ‘This constitution is my constitution.’ For example, there should not be an official ideology in the constitution that evokes racism. A constitution suitable for the democratic level reached by humanity, where differences are seen as richness, should be prepared.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184343-260925064354.png) ## **Dr. Hüseyin Uludağ: “We want to create an oral history archive and digital library of coup victimizations”** Project Coordinator Dr. Hasan Hüseyin Uludağ stated that the project was prepared to prevent future generations from re-experiencing the coup processes of the past. Uludağ stated that they aim to bring together the experiences of former soldiers with the views of academics, lawyers, and coup victims, adding, “Our goal is to understand and explain the history of coups and the institutional structure. We want to create an oral history archive and digital library of coup victimizations.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184411-260925064419.png) ## **Youth suggestions to be gathered via a digital platform** Uludağ stated that they aim to ensure the participation of broader segments in constitutional work, adding, “We want to create a digital participatory constitution platform with the target audience.” Uludağ noted that they want to gather the thoughts, advice, and suggestions of young people and university students in particular, and said that new issues arising from artificial intelligence, cybersecurity, and social media will also be evaluated within the scope of the project. ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184556-260925064607.png) ## **Asst. Prof. Fehmi Ağca shared the workshop results** Üsküdar University PAMER Director and Project Academic Advisor Asst. Prof. Fehmi Ağca stated that the workshop held on September 24, 2026, in the South Campus RİNAP Hall, consisted of three sessions. Ağca explained that the first session dealt with the principles and procedures for implementing the project, and the second session addressed democracy and human rights violations deemed to stem from the constitution and laws, adding, “In the third session, we discussed in great detail, with the contributions of all participants, what a constitution should be like, one that is not based on tutelage but on human rights and democracy.” Ağca stated that they examined the constitutional text starting from its preamble, saying, “We dwelled on which articles should be removed and which articles should be re-arranged, one by one.” ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184623-260925064630.png) ## **A shorter and clearer constitutional text was emphasized** Ağca stated that during the workshop, views were expressed regarding writing a shorter and clearer preamble for the constitution, clearly defining the concept of secularism, and clarifying the powers of high courts. He also reported that suggestions were discussed, such as including family medicine and family law counseling units in the constitution, removing the Constitutional Court's power to review constitutional amendments, and removing articles deemed inconsistent with constitutional drafting techniques. ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184703-260925064714.png) ## **Lawyer Namık Kemal Urhan: “We are open to all kinds of ideas”** ASDER Chairman Lawyer Namık Kemal Urhan stated that as an association that has experienced coup victimizations, they have put the issue of what the new constitution should be like on their agenda. Urhan argued that the current constitution has become complex with changes and additions made over time, adding, “In our opinion, the constitution, as the basic law, as the essence of all laws, and as short as possible, should be quite brief, as in many countries.” Urhan stated that details that can be regulated by laws should not be included in the constitutional text, and expressing that they expect contributions from academics and students, he said, “We are open to all kinds of ideas. Our student friends, including them, can convey all their ideas on this matter.” ## **Seminars, panels, and visits to be organized within the scope of the project** Within the scope of the project, seminars, workshops, and panels are planned to be organized in Ankara and Istanbul; visits to keep the social memory of coups alive are also planned. The creation of a National Will Forum with the participation of youth is also targeted. The work is expected to be completed in July 2027 with a workshop and final report for the preparation of a draft text for a democratic, national, and civil constitution. ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184746-260925064755.png) ## ![](https://cdn.uha.com.tr/content/images/ekran-goruntusu-2026-09-25-184738-260925064811.png) ## **Lawyer Yasin Şamlı: “July 15 marked the end of the era of coups”** Following the opening speeches, Istanbul Bar Association No. 2 President Lawyer Yasin Şamlı evaluated the relationship between coups and constitutional arrangements in Turkey in his conference titled “Causes of Coups, Their Societal Impacts, and Reflections on Constitutional Regulations.” Şamlı stated, “In fact, coups do not have causes; a coup has one reason and many excuses.” He added, “When we evaluate the history of the Republic of Turkey, the coups that occurred every 10 years, their philosophical backgrounds, sources, the pawns used, the people behind the scenes, all together, in my opinion, there is only one reason for coups, and that is the instruction of imperialists.” Şamlı pointed out that coups in Turkey were completed through the judiciary and that coup plotters wanted to institutionalize their interventions. He stated that July 15 was a turning point, saying, “July 15 was the end of an era, the end of the era of coups.
