Political Scientist Prof. Ozan Örmeci evaluated U.S. President Donald Trump’s Gaza peace plan and the subsequent approval by Israel and Hamas of the first stage of the Gaza Plan, stating: “It is an extremely positive development that the U.S. administration has taken action and proposed a ceasefire and peace plan. Those who contributed to this effort should be congratulated.”

Pointing out that there are some unclear areas in the 21-point peace plan, Örmeci added: “Our wish is that, in line with the traditional orientation of Turkish foreign policy, a two-state solution based on the 1967 borders be implemented for the Israeli-Palestinian conflict.”Evaluating Türkiye’s position in this context, he emphasized: “Türkiye has made a great contribution to world peace and humanity by actively providing facilitation and mediation.”

Prof. Ozan Örmeci, faculty member of the Department of Political Science and International Relations at Üsküdar University’s Faculty of Humanities and Social Sciences, shared his assessment regarding U.S. President Donald Trump’s Gaza peace plan and the subsequent approval of its first stage by Israel and Hamas.

According to this agreement, which forms the first stage of the U.S. Gaza Plan, Israel and Hamas agreed on the rapid release of hostages. Other points of consensus included Israel’s withdrawal to an agreed point and the release of some Palestinian prisoners.

Proposing a ceasefire and peace plan is an extremely positive development

Prof. Örmeci said: “First of all, in an environment where an urgent humanitarian crisis was being experienced, the involvement of Türkiye, through the President’s contacts at the United Nations and in the U.S., as well as through the Muslim Leaders’ Summit held during the 80th UN General Assembly, pushed the U.S. administration to act. The fact that they proposed a ceasefire and peace plan is an extremely positive development. Those who contributed to this effort should be congratulated.”

Unclear areas remain in the 21-point peace plan

Highlighting that Türkiye’s traditional foreign policy stance prioritizes a two-state solution based on the 1967 borders, Prof. Örmeci noted: “Our wish is that, in line with the traditional orientation of Turkish foreign policy, a two-state solution based on the 1967 borders be implemented in the Israeli-Palestinian conflict. While there are some concrete and positive provisions in this direction in the 21-point peace plan announced by President Trump, it is also evident that certain ambiguous areas remain, particularly concerning the existence and legitimacy of the Palestinian state, which currently holds observer status at the UN.”

Positive provisions such as Gaza’s reconstruction

Underscoring that the plan also includes positive points such as preventing the displacement of Gazans, halting attacks on Qatar, and the reconstruction of Gaza, Prof. Örmeci added: “In this context, what will ultimately crown this plan is, of course, Gaza being governed, after a transitional administration, by a civilian government that reflects the will of the Palestinian people. During this process, the financial and technical support of European and Muslim states will be extremely beneficial and necessary.”

What role did Ankara play in the process?

Emphasizing Türkiye’s role in this process, Prof. Örmeci concluded his remarks as follows: “Türkiye, in this process, has made a great contribution to world peace and humanity by actively providing facilitation and mediation, particularly in matters such as Hamas’s prisoner exchange. For this to continue and for Ankara’s peaceful and humanitarian approach to be recognized is extremely beneficial for the image of our state and our people in the world.”
