## Özet

**Psychiatrist Prof. Nevzat Tarhan stated that the erosion of the perception of justice negatively affects the school climate, saying, “If there is no open, transparent, accountable, and verifiable system, the perception of justice is disrupted. The sense of belonging weakens. The trust relationship with teachers is damaged. Students do not feel safe.”**



**Prof. Nevzat Tarhan stated that the “trauma-informed school” model is becoming widespread, especially in the US, saying, “School violence is very high in the US. There is a situation where the number of students bringing weapons to school is expressed in hundreds of thousands. For this reason, trauma-informed schools are being opened. In these schools, not only academic discipline but also social and emotional learning programs are implemented.”**



**Prof. Nevzat Tarhan emphasized that a permanent solution is not possible without a trauma-informed school model, psychological resilience training, and family-school cooperation.**

President of Üsküdar University, Psychiatrist Prof. Nevzat Tarhan made comprehensive evaluations regarding the increasing violence in schools. 



Prof. Nevzat Tarhan said, “Reports from the World Health Organization show that school violence is increasing globally. Cyberbullying is significantly on the rise. While physical violence is decreasing in some countries, it is increasing in others. An increase in physical violence is also observed in Turkey.”



## **Adolescence is a neuropsycho-logically risky phase**



Prof. Nevzat Tarhan, pointing out that adolescence is a critical period for brain development, stated that impulse control and decision-making processes are not yet fully mature, and said, “In adolescence, the prefrontal cortex, the part of the brain responsible for planning and impulse control, is not fully developed. This area is the 'captain's bridge' of the brain. Physical development can precede mental development. For this reason, adolescence is defined in some literature as a 'normal schizophrenic period.' Unusual and irrational behaviors are inherent in this age.”



However, Prof. Nevzat Tarhan stated that these neuropsychological risks are not the sole determinant, saying, “If a child has a sense of justice, warm, consistent, and boundary-setting parenting, and an open communication environment, violent behavior decreases. When the perception of justice is damaged, the child does not feel safe, experiences moral exclusion, and legitimizes violence.”



## **Risk increases if the perception of justice is disrupted both at home and at school**



Prof. Nevzat Tarhan stated that a child's perception of injustice both at home and at school significantly increases the risk of violence, saying, “If a child feels wronged both at home and at school, the tendency for depression and violence further increases. If there is a safe area on one side, balance can be achieved. However, if there is damage in both areas, the risk grows.”



Prof. Nevzat Tarhan stated that the risk increases in environments where there is no open communication, and children are forced to speak or kept under pressure, adding that children whose need for freedom and autonomy is not met feel threatened, and this situation can lead them to exclude moral rules.



Prof. Nevzat Tarhan said, “The child begins to create their own moral rules and normalizes violence. The disruption of the perception of justice in the family, school, or society plays a very important role in the increase of violence.”



## **Adolescents are already not neuropsycho-logically ready**



Prof. Nevzat Tarhan, reminding that the prefrontal cortex, the part of the brain responsible for decision-making and impulse control, is not yet fully mature during adolescence, said that the perception of injustice further complicates this process, and added, “When adolescents believe they are subjected to injustice, their capacity for healthy decision-making, using both logical and emotional reasoning, is already limited. If substance use is added to this, the risk multiplies.”



Prof. Nevzat Tarhan stated that alcohol and substance use disables the frontal lobe of the brain, saying, “Substance suppresses the prefrontal cortex, which is the 'captain's bridge' of the brain, even in the healthiest person. The individual speaks without thinking, acts without thinking, expresses accumulated anger uncontrollably. They generate wrong scenarios and develop a false sense of victimhood.”



Prof. Nevzat Tarhan emphasized that the risk of depression and violence further increases if this perception of victimhood is experienced both at home and at school, stating, “If a child experiences problems in only one area, the other area can provide balance. However, if the perception of justice is damaged both at home and at school, the likelihood of violence increases.”



Prof. Nevzat Tarhan also stated that substance use significantly increases the risk, saying, “It is inappropriate for a child using substances to go to school. A student undergoing treatment should not return to school without a 'fit for school' report.”



## **School climate is directly linked to the perception of justice**



Prof. Nevzat Tarhan stated that the erosion of the perception of justice negatively affects the school climate, saying, “If there is no open, transparent, accountable, and verifiable system, the perception of justice is disrupted. The sense of belonging weakens. The trust relationship with teachers is damaged. Students do not feel safe.”



Prof. Nevzat Tarhan emphasized that research shows a strong relationship between bullying tendencies and school climate, stating that a school administration with fair rules and treating everyone equally increases students' sense of security.



Prof. Nevzat Tarhan said, “If young people believe their problems can be solved, the likelihood of resorting to violence decreases.”



## **Trauma-informed schools are becoming widespread**



Prof. Nevzat Tarhan stated that the “trauma-informed school” model is becoming widespread, especially in the US, saying, “School violence is very high in the US. There is a situation where the number of students bringing weapons to school is expressed in hundreds of thousands. For this reason, trauma-informed schools are being opened. In these schools, not only academic discipline but also social and emotional learning programs are implemented.”



Prof. Nevzat Tarhan stated that within this scope, social-emotional skills, mindfulness practices, and positive psychology-based studies are conducted with students, saying, “A child with increased psychological resilience can manage both their own internal violence and the violence of others.”



## **Digital solution centers should be established**



Prof. Nevzat Tarhan stated that norms in the school climate should be clearly defined, saying, “Digital solution centers should be created for students who have been wronged. The child should be able to communicate their problem via message and receive a response within a certain period. If such a system works, the child does not accumulate emotions, expresses them, and the risk of violence decreases.” 



## **Increasing polarization and language of anger in society and the “circle effect”…**



Prof. Nevzat Tarhan stated that the increasing polarization and language of anger in society directly affect the behavioral repertoire of young people, calling this the “circle effect.”



Prof. Nevzat Tarhan, likening society to concentric circles, said, “In the innermost circle are the leaders. A small mistake by a leader or the use of an angry language reflects outwards to wider circles, growing. Children and young people learn by modeling. If there is anger in the macro model, there will also be anger in the micro model.”



Prof. Nevzat Tarhan stated that the use of anger as a problem-solving or rights-seeking method by individuals in leadership positions creates a strong modeling effect on young people, saying, “The frontal cortex, the decision-making region of the brain, does not fully mature until the age of 20-25. The 12-15 age group is the most risky period. The 15-25 age group is moderately risky. During this process, young people's capacity to perceive the consequences of their actions and distinguish right from wrong is still developing.”



## **Legal, social, and moral norms must be protected together**



Prof. Nevzat Tarhan pointed out that violence is not only an individual but also a normative problem, stating that three fundamental norms must be protected, and said, “Non-compliance with legal norms is the most severe violent behavior. Non-compliance with social norms increases behaviors such as psychological harassment. The erosion of moral norms also leads to different types of violence. These three norms must be protected in a balanced way.”



Prof. Nevzat Tarhan stated that societal traumas can weaken these norms, saying, “During the pandemic, adults adapted to the new order, but adolescents struggled. The expectation was that older age groups would be more affected, but adolescents were affected the most. They had excessive contact with social media and were exposed to content unsuitable for their development.” 



Prof. Nevzat Tarhan stated that when there is a lack of open communication, boundaries, and emotion coaching in the family, young people turn to social media to cope with stress, saying, “Opening social media accounts for those under 15 must definitely be restricted. Social media anonymizes and normalizes violence. This is very dangerous. It normalizes evil.”



## **Cyberbullying lowers the behavioral threshold**



Prof. Nevzat Tarhan stated that cyberbullying generates a feeling of “courage” in the online environment, saying, “A sense of anonymity is created in the online environment. Violence becomes commonplace and normalized. However, in a face-to-face environment, an individual can use the 'stop, think, act' mechanism.”



Prof. Nevzat Tarhan emphasized that this mechanism is related to the frontal lobe of the brain, saying, “The brain's braking mechanism is related to the GABA system, while the gas mechanism is related to the glutamate system. In adolescents, the braking system is weak, and the gas system is more active. For this reason, young people can act like a car with weak brakes.” 



Prof. Nevzat Tarhan stated that if there is warm, consistent, and boundary-setting communication in the family environment, the child can manage their impulses better, saying, “When a child lives in such an environment, they talk about their anger with their family and can develop the 'stop and think' skill.”



## **Alcohol weakens the brain's braking system**



Prof. Nevzat Tarhan stated that alcohol and addictive substances disrupt the brain's “braking mechanism,” saying, “Alcohol binds to many receptors in the brain, but its most prominent effect is on the GABA system. This system is the brain's braking mechanism. When the brake is disengaged, the person acts under the influence of the glutamate system, defined as the gas system. This leads to a loss of control.” 



## **Addiction is related to the brain's reward system**



Prof. Nevzat Tarhan noted that addiction is linked to the brain's reward system, stating that dopamine plays a key role in this process. Tarhan, pointing out that the search for instant pleasure is high especially during adolescence, said that the risk increases if social and emotional skills are not sufficiently developed, and added, “If the family focuses only on academic success and social-emotional learning is neglected, the child's impulse control will be weak. These skills develop through experience and the psychological climate within the family.”



## **Three parenting styles can trigger violence**



Prof. Nevzat Tarhan stated that some well-intentioned parenting attitudes can increase anger and violent behaviors in children, drawing attention to three models. Prof. Nevzat Tarhan explained that in oppressive and obedience-glorifying family structures, children who are constantly criticized suppress their emotions, and during adolescence, they either develop intense rebellion or direct their anger towards weaker individuals. He emphasized that this situation can damage the perception of justice within the family, leading to a culture of fear and distrust. 



Prof. Nevzat Tarhan stated that in neglectful families with loose discipline, due to unclear boundaries and insufficient attention, the child confuses attention with love and may resort to anger and violent behaviors to gain attention. He also noted that in overprotective, “helicopter” parenting, the child's problem-solving skills do not develop sufficiently, and they may more easily turn to violence when faced with frustration. 



## **Digital solutions against peer bullying in schools**



Prof. Nevzat Tarhan also reported that various software has been developed worldwide to combat peer bullying, stating that in these systems, students subjected to bullying can ask questions, receive guidance via digital platforms, and contact a guidance counselor if needed.



Tarhan stated that family, school, and societal norms must be addressed together in the prevention of violence, emphasizing that strengthening social and emotional education is critically important, especially during adolescence. 



## **Social-emotional learning programs should be implemented in schools**



Prof. Nevzat Tarhan stated that the trauma-informed school model is becoming widespread particularly in developed countries, explaining that in these schools, students acquire skills such as mindfulness, self-awareness, self-management, empathy, and relationship management.



Prof. Nevzat Tarhan noted that in programs implemented with the guidance of counselors, children first learn to recognize themselves, and then to manage their emotions and impulses. He added that social awareness and empathy studies are also an important part of the process, saying, “If these skills are not taught at school and at home, children learn incorrect social-emotional models from social media. Nowadays, children model what they are most exposed to.”



## **Substance use and co-occurrence of mental disorders increase risk**



Prof. Nevzat Tarhan stated that in adolescents discharged from child mental health treatment, information mechanisms should be established with schools and institutions within an ethical framework, saying, “Mood disorder is an illness of inability to manage emotions. When substance use is added to this, the risk of violent behavior increases. This group is most often encountered in suicide cases and violent incidents.” 



For this reason, Prof. Nevzat Tarhan stated that only medication treatment is not sufficient, emphasizing that rehabilitation and “tertiary prevention” programs are mandatory in addiction treatment. 



## **Cultures glorifying power display increase risk**



Prof. Nevzat Tarhan noted that the presentation of power display as a male norm in society also fuels violence, saying, “In a culture where violence is presented as a male right, it is very difficult for a child not to resort to violence. They learn this from both family and environment and receive approval.”



## **Psychological resilience training proposal**



Prof. Nevzat Tarhan stated that as a solution, warm, consistent, and boundary-setting family and school environments should be created, adding that there is a need for an education model where open communication prevails and social and emotional skills are systematically taught. 



Tarhan stated that programs with the scientific methodology of “psychological resilience training” should be added to the curriculum, emphasizing the particular importance of empathy education, and said, “Lack of empathy is one of the main causes of violence. Permanent change cannot be achieved without teaching the child what their behavior will make the other party feel.”



Prof. Nevzat Tarhan stated that in developed countries, discharge from child rehabilitation centers is not performed until empathy awareness is established, adding that for a permanent solution, treatment, rehabilitation, and social-emotional education programs must be conducted together.
